February spotlight: Help Paid Leave Oregon measure our outcomes

Help Paid Leave Oregon measure our program outcomes! We are asking for 10-15 employers and 10-15 employees in Oregon to join us for one hour a month, from March to August 2024. Members will work together with Paid Leave Oregon’s advisory committee, staff, and director to help measure our program outcomes. 

We welcome anyone to apply for this workgroup, and we are especially interested in people who are a member of or advocate for historically under-resourced communities.

Please consider joining the Paid Leave Oregon Key Performance Indicator (KPI) workgroup by filling out a short survey in English or Spanish (other languages available by request).

Reminder: Frances Online unavailable starting 5 p.m. February 28

Frances Online will be offline from 5 p.m. on Wednesday, February 28, until 8 a.m. on Monday, March 4. We understand this may cause an inconvenience. We are doing everything we can to make this process as easy as possible. 

Here is what you need to know:

  • Frances Online will be unavailable from 5 p.m. on Wednesday, February 28, until 8 a.m. on Monday, March 4. It is going down so that Unemployment Insurance (UI) benefits can migrate to this modernized system.
    • The due date to file for Paid Leave weekly benefits on an intermittent claim for February 18-24 is 5 p.m. on Wednesday, February 28. If customers with intermittent claims don’t file for their weekly benefits by this due date, their benefits for that week will be delayed. They will need to wait until Frances Online is available again at 8 a.m. Monday, March 4.
    • For weekly benefits on an intermittent claim for February 25- March 2, customers with intermittent claims can’t file for those benefits until 8 a.m. on Monday, March 4.
    • You won’t be able to check your claim status, update claim information, or access Frances Online between 5 p.m. on Wednesday, February 28, and 8 a.m. Monday, March 4.
  • Customer service for Paid Leave will be unavailable during the migration.
    • The Paid Leave claim-by-phone system for intermittent claims will be unavailable from Wednesday, February 28, until Monday, March 4.
    • Paid Leave phone lines, both the main line and the claim-by-phone system, will be unavailable from 5 p.m. on Tuesday, February 27, until 8 a.m. on Monday, March 4.

Equivalent plan reports and re-approvals

Employers with equivalent plans: your first equivalent plan report is due Jan. 31, 2025. Your report should include data from Sept. 3, 2023, through Dec. 31, 2024. We will send out more detailed information closer to the due date.

Also, employers must apply for re-approval of their equivalent plans each year for the first three years that they offer benefits to their employees. Employers need to apply for re-approval 30 days before the anniversary of the effective date of their approved plan. For example, the first equivalent plans for Paid Leave started on Sept. 3, 2023, so these employers should send their applications for re-approval by August 3, 2024. Paid Leave contact form to change

Starting Feb. 21, the Paid Leave Oregon “Contact Us” form will look different. The form has been moved to the Frances Online website. It is still available to anyone in the public who has questions, not just those with Frances accounts. If you already have a Frances account, please log in to your account first, and then send your message. We can help you faster if your message is already linked to your account. You can still access the form through the Paid Leave website by selecting “Contact Us,” or directly on the Frances "Contact Us" form.
