August Spotlight: Employees, Apply Now For Paid Leave using Frances Online!
Paid Leave applications for employees started Aug. 14
Oregon employees started applying for Oregon benefits on Aug. 14, 2023, in the new system Frances Online. The fastest way to apply is through Frances Online.
Paid Leave Oregon covers paid family leave, medical leave, and safe leave for working Oregonians.
Benefits start Sept. 3, but the program is accepting applications in Frances Online early to allow enough time to process initial claims. Initial benefit payments start about two weeks after Sept. 3. Employees can apply through Frances Online in English and Spanish.
At the earliest, you can send your application 30 days before you start your leave. At the latest, you can send it 30 days after you start your leave. If you apply too early or too late, Paid Leave may deny your application.
If circumstances outside of your control prevent you from sending your application during this 60-day time frame, Paid Leave may accept your application up to one year after the start of your leave.
Paper form applications are on our website available to download in multiple languages. If you want to send a paper application but can’t access our website, please call us for assistance. Please be aware that paper applications may take longer for you to receive a response.

Arabic and Korean languages added!

Top questions from “Contact Us”
Visitors to our website can use the “Contact Us” button to ask questions about Paid Leave. Here are answers to two common questions.
1. Question: Can I receive paid leave benefits before Sept. 3, 2023?
Answer: No, paid leave benefits are not available before Sept. 3, 2023.
2. Question: Has there been an update on Senate Bill 999 and how OFLA, FMLA and Paid Leave will align?
Answer: Senate Bill 999 (SB 999) passed during the recent legislative session, and the governor signed it into law in June.
The goal of the bill was to align Paid Leave Oregon regulations with the Bureau of Labor and Industry (BOLI) regulations for Oregon Family Leave Act to make things easier for working Oregonians and employers.
Our partnership with BOLI on the rules and aligning the programs remains active and ongoing. We will share information more about the implementation of this legislation as soon as we have it.
